Overview of the National Legal Framework and Regulations
Since September 1, 2016 the Simon Kuznets KhNEU has been training applicants for higher education who are seeking a Doctor of Philosophy’ degree and a Doctor of Sciences’ degree according to the law of Cabinet of Ministers of Ukraine (CMU), March 23, 2016, № 261 “On Approval of Guidance for Training Posgraduate and Postdoctoral Students in Higher Education Institutions (Special Research Institutions)”.
S. Kuznets KhNEU continues to train postgraduate students who were admitted to postgraduate study before 2015. Postgraduate programs conform with the list of fields of training and subject areas for higher education approved in 2011 in accordance with the Bylaw of CMU, March 1, 1999, № 309 “On Adoption of the Regulations on Training Scientific-Pedagogical and Scientific-Research Personnel”.
S. Kuznets KhNEU has been licensed for training applicants for higher education seeking a Doctor of Philosophy’ degree in 11 fields of study and program subject areas (adopted in 2015) in compliance with the law of CMU, May 30, 2016, № 590 “On Licensing Educational Activity at the Third Education and Scientific Level”.
Conformity of fields of study and program subject areas adopted in 2011 to the new ones approved in 2015 is provided for by the Directives of the Ministry of Education and Science of Ukraine (MESU), November 6, 2015 “On Specificity of the Implementation of Fields of Study and Program Subject Areas Related to Training Applicants for Higher Education”, approved by the Bylaw of CMU, November, 29, 2015, № 266 with amendments and clarifications (the Bylaw of CMU, February 1, 2017, № 53 “On Amendments to the Bylaw of the Cabinet of Ministers of Ukraine, № 266 dated 29 April, 2015”).
S. Kuznets KhNEU enrolls applicants in postgraduate or postdoctoral programs in accordance with the“Admission Requirements for Studies in Ukrainian Higher Education Institutions in 2018” approved by the MESU, October 13, 2016, № 1236, as well as by the approval of “Admission Rules of the Simon Kuznets KhNEU in 2018” of the Academic Council of the KNUE, the minutes № 4 dated 23 December 2016.
Mentors/supervisors of applicants seeking a Doctor of Philosophy’ degree and a Doctor of Sciences’ degree should be members of the teaching staff of the Simon Kuznets KhNEU who meet the selection criteria of the aforementioned University. The selection criteria applicable to PhD and D.Sc. teaching staff of the Simon Kuznets KhNEU are in line with the recruitment requirements specified in Annex 12 to the Bylaw of CMU, December 30, 2015, № 1187 “On Licensing Conditions of Implementation of Educational Activity of Education Institutions».
The scholarship levels of postgraduate and postdoctoral students are determined by the Bylaw of CMU, December 28, 2016, № 1050 “On some Issues of Allowance Provision” with amendments and clarifications (the Bylaw of CMU, January 25, 2017, № 32 “On Amendments to some Bylaws of the Cabinet of Ministers of Ukraine on Issues of Allowance Provision”).
The preparation, procedure and conditions for the defence of the dissertations as well as adoption of decisions on the awarding of the academic titles are defined by the Bylaw of CMU, July 24, 2013, № 567 “On Approval of Guidelines for Academic Degree-granting Decisions” with amendments. The procedure for the protection of dissertations and the awarding of scientific degrees of the doctor of philosophy is determined by The Bylaw of CMU, March 6, 2019 «On Guidelines for experiment to award the Ph.D.»
Format guidelines for dissertations, abstracts (Ukrainian – Autoreferat, short description of dissertation’ content), and other documentation necessary for the defence are available in scientific journals, such as the Bulletin of Higher Attestation Commission of Ukraine, № 5, 2009
Dissertation format requirements are defined by the Bylaw of the MESU January 12, 2017, № 40.
Academic mobility of postgraduate students is regulated by the Bylaw of CMU, August 12, 2015, №579
